PROBLEM TO BE SOLVED: To provide a toner for electrostatic latent image development that can suppress generation of scratches on an image holding body, and to provide an image forming apparatus that can achieve both of suppressing scratches on an image holding body and toner cleaning property. SOLUTION: The toner for electrostatic latent image development comprises first inorganic particles having a number average particle diameter of 30 nm or less and having a free surface treating agent by 2 to 50 mass%, and second inorganic particles having a number average particle diameter of 80 to 200 nm. The image forming apparatus is characterized in that: the above toner is used as a toner, the toner has an average shape factor SF1 of 110 to 125; and the pushing pressure of a cleaning blade to an image holding body is 3.9×10<SP>-2</SP>to 6.9×10<SP>-2</SP>mN/cm.
