PROBLEM TO BE SOLVED: To utilize a clutter map, and detect a target without enlarging a hardware scale. SOLUTION: Outputs from MTI processes (15, 16) are DFT-processed (17). The clutter map for indicating a clutter region within a covered area is created (19), and maintained as a database in a map memory 20. When the target is detected, the compressed clutter map is transferred from the map memory 20, and decompressed. A threshold value of a portion corresponding to a detected object in the MTI-processed signals is obtained (12).
