<p>It is possible to provide an OFDMA communication system capable of suppressing communication resource reduction and reducing the processing load on a base station. The communication system includes: a downlink frame generation unit (14) which generates a downlink frame as a downlink period for performing communication to at least one of the terminals (20) from the base station (10); and an uplink frame generation unit (24) which generates an uplink frame as an uplink period for performing communication to the base station (10) from at least one of the terminals (20). The downlink frame and the uplink frame have symmetric configurations.</p>
