A developing device and an image forming apparatus using the same are provided to install a small toner transfer member with toner supply capability, thereby supplying toner to a developing roller and a layer restriction charging member smoothly. A developing device comprises a developing roller(142) and a toner transfer member(147). A developer is attached to the outer circumference of the developing roller and is transferred. The toner transfer member has a film member(148) and a support shaft(149). The film member is provided to approach or contact the developing roller in the developer supply area(C) of the lower side of the developing roller. The support shaft is inserted into the inside of the film member to support the film member rotatably.
