PROBLEM TO BE SOLVED: To provide a conductive roller which suppresses the occurrence of bleed-out and has low environment dependance and excellent conductivity.

SOLUTION: The development roller 1 includes: a shaft 2; an elastic layer 3 formed on the outer periphery of the shaft 2; and one or more layers of urethane resin covering layers 4 formed on the outer peripheral face of the elastic layer 3. At least one layer of the resin covering layers 4 contains lithium bis (tri-fluoro methane sulfonyl) imide and/or lithium tris (tri-fluoro methane sulfony) methane. The urethane resin based covering layers 4 adjacent to the elastic layer 3 preferably comprises a water dispersible urethane resin or a water-soluble urethane resin.
