PROBLEM TO BE SOLVED: To enable a rotating member to be simply mounted on the mounting surface of a structure; to surely prevent the coming-off of the rotating member; and to stably maintain the rotation of the rotating member. SOLUTION: A pivot 20 is formed of: a pivot 20; a base shaft portion 20a with a diameter smaller in dimension than the width of a communication portion 23c of a mounting hole 23; a large-diameter shaft portion 20b which is formed in a stepped shape at the leading end of the base shaft portion 20a, which is smaller in diameter than an insertion hole 23a, and which is larger in diameter than a fixing hole 23b; and an intermediate shaft portion 20c which is formed in a stepped shape between the large-diameter shaft portion 20b and the base shaft portion 20a, which is smaller in diameter than the fixing hole 23b, and the diameter of which is larger in dimension than the width of the communication portion 23c. A fixing member 24 is positioned between a mounting surface of the structure 4 and a pivot forming surface of the rotating member 8 in a state in which the base shaft portion 20a of the pivot 20 inserted from the insertion hole 23a of the mounting hole 23 is guided into the fixing hole 23b through the communication portion 23c, and in which the intermediate shaft 20c of the pivot 20 is fitted into the fixing hole 23b.
