PROBLEM TO BE SOLVED: To provide call management device in which turn-taking can be informed efficiently and surely among a plurality of terminals in a half-duplex communication by PoC service, and to provide speech communication system and program. SOLUTION: The call management device for controlling relay of communication among a plurality of terminals in PoC (Push to talk over Cellular) service achieving half-duplex communication among a plurality of terminals comprises a section receiving a first request for turn-taking and a second request for informing the turn-taking from one of the plurality of terminals having the turn of a half-duplex communication, a management section for releasing the turn of one terminal to other terminal based on the first request, and a section transmitting voice data for informing the turn-taking by a voice phrase to other terminal based on the second request.
