PROBLEM TO BE SOLVED: To provide a development roller having uniform surface roughness, which is manufactured in a method userfriendly in a working environment during manufacturing. SOLUTION: The development roller 1 includes a shaft 2, an elastic layer 3 formed on the outer periphery of the shaft 2, and one or more layers of resin covering layers 4 formed on the outer peripheral face of the elastic layer 3. The elastic layer 3 comprises a foam body, and the resin covering layer 4 is formed of a water paint including a water-based ultraviolet curing resin.
