PROBLEM TO BE SOLVED: To determine a driver's psychological state (emotion) comprehensively and control the vehicle based on the determination. SOLUTION: An emotion inference part 16 infers that a driver's emotion has changed if an emotional factor detection part 12 detects specific behavior of another vehicle as an emotional factor and a biological state monitoring part 13 detects a change in the driver's biological state. A control content decision part 15 reflects the inference by the emotion inference part 16 in driver notification control and vehicle behavior control to prevent an accident or the like positively.
