A flat fluorescent lamp is provided to reduce a driving voltage and to obtain uniform brightness within a discharge space by shortening a length between external electrodes. A flat fluorescent lamp includes an upper plate glass(210), a lower plate glass(211), a discharge gas, a plurality of barrier ribs(220), and a plurality of external electrodes(215). Edges of the upper and lower plate glasses are sealed with each other in order to form a flat plate. The inside of the flat plate of the upper and lower plate glasses are filled with the discharge gas. The barrier ribs are arranged in a row on one side of the lower plate glass as the inside of the flat plate. The external electrodes are formed on the other side of the lower plate glass corresponding to the barrier ribs. AC power is applied to the external electrodes.
