An apparatus and a method for monitoring the motion image of the old by using a PCA are provided to capture images for acquiring a change of a rate between silhouette vectors of a person continuously to analyze the generation of sudden tumbling, thereby determining emergency accurately independent of camera restrictions. A method for monitoring the motion image of the old comprises the following steps of: separating the silhouette of a person from the background of an image in information about an image which is photographed from a monitoring camera, is converted into a digital signal and is inputted(S100); applying the PCA(Principal Component Analysis) algorithm to the separated silhouette information and analyzing the posture of the person by using a change of a rate of an eigenvector in the silhouette of the person as a parameter(S200); determining whether emergency occurs if a radical change of the rate of the eigenvector in the silhouette of the person is detected(S300); and notifying a doctor or family of the emergency by a wireless terminal if it is determined that the emergency occurs(S400).
