The device has a rigid upper semi-tube (3) forming a support beam along its length and extending towards bottom through two fixed/movable lateral shutters for suspending a cylindrical reservoir. The tube is associated to lifting arms (4) that are mounted on a carriage (1) with rear balancing counterweights for installation, un-installation and movement of the cylindrical reservoir. The counterweights are replaced by a support structure (8) that includes rollers (7) for recapturing a load uprising reaction on a tunnel (2).
