A high voltage generator of a semiconductor device is provided to reduce the current consumption to operate an oscillator during active operation time not performing pumping operation, by controlling the oscillator using an enable signal allowing a high voltage pump to generate a clock signal only during pumping operation of more than one high voltage pump. A first high voltage pump part(110) generates a first pump enable signal in response to a first clock signal and a first enable signal generated by comparing a potential of a first high voltage with a first reference voltage, and generates the first voltage in response to the first pump enable signal. A second high voltage pump part(120) generates a second pump enable signal in response to a second clock signal and a second enable signal generated by comparing a potential of a second voltage with a second reference voltage, and generates the second voltage in response to the second pump enable signal. A clock signal generation part(130) generates the first clock signal or the second clock signal if at least one of the first enable signal and the second enable signal is enabled in response to the first enable signal and the second enable signal.
