<P>PROBLEM TO BE SOLVED: To impart extensibility to communication by handling a plurality of algorithms. <P>SOLUTION: A capability list 102 stores a list of capability about the algorithm of encryption and decryption handled by a reader/writer 100. Similarly, a capability list 202 stores a list of capability about the algorithm of encryption and decryption handled by an IC card 200. The reader/writer 100 and the IC card 200 exchange the capability lists, select an algorithm capable of assuring a security level depending on the importance of data being delivered, and perform communication, based on the selected algorithm.
