PROBLEM TO BE SOLVED: To raise verification ability relative to an error telegram by reducing probability to generate telegram masquerading.

SOLUTION: Intrinsic cyclic sequences are predetermined by each ID. The terms of the cyclic sequences are selected in order and stored in the ID part of the telegram, which is repetitively transmitted from a transmitter, as cyclic numerical values. A receiver identifies the IDs by checking the cyclic numerical values, stored in the ID parts of the continuously received telegrams, and the received order respectively with the predetermined cyclic sequences.
