PROBLEM TO BE SOLVED: To provide a phosphor exhibiting high emission luminance in relation to the phosphor. SOLUTION: The phosphor comprises an oxide containing M<SP>1</SP>, M<SP>2</SP>and M<SP>3</SP>(wherein, M<SP>1</SP>is one or more elements selected from the group consisting of Ba, Sr and Ca; M<SP>2</SP>is one or more elements selected from the group consisting of Ti, Zr, Hf, Si, Ge and Sn and contains at least Sn; and M<SP>3</SP>is Si and/or Ge) as a matrix and contains an activator. Furthermore, the phosphor is represented by (Ba<SB>1-x-y</SB>Sr<SB>x</SB>Eu<SB>y</SB>)(Sn<SB>1-z</SB>Zr<SB>z</SB>)Si<SB>3</SB>O<SB>9</SB>(wherein, x is a value within the range of≥0 to <1; y is a value within the range of≥0.0001 to≤0.5; x+y is <1; and z is a value within the range of≥0.5 to <1).
