PROBLEM TO BE SOLVED: To manufacture a large number of blocks for civil engineering work, using a forming member of one size and through a small number of processes with high efficiency in a short period of time, when the blocks for civil engineering works according to different specifications are manufactured. SOLUTION: A plurality of rows of the forming members 2 of an inverted trapezoid are connected together by arranging them lengthwise and crosswise, on the bottom surface of a river bed etc. over which a suction-proof sheet 12 is laid. And at the same time, a connecting core 3 retaining an insertion rib 8, is installed at a spot where the forming members 2 cross each other. Further, concrete is poured into a large number of almost rectangular spaces 13 for block manufacture formed by the forming member 2 and the form is released after curing the concrete. Thus, a large number of the almost rectangular blocks 10 corresponding to the space 13, are manufactured.
