PROBLEM TO BE SOLVED: To provide a sheet for a waste disposal site excellent in the water diffusing property that uniformly supplies water to the waste. SOLUTION: The water diffusing sheet comprises a water-retaining layer of the upper part and a water-diffusing layer of the lower part and satisfies the following conditions. The conditions are: (1) the coefficient of water permeability is lower in the water-diffusing layer than in the water-retaining layer, and the coefficient of water permeability of the water-diffusing layer is≥1×10<SP>-4</SP>; (2) the air permeabilities of the water-retaining layer and the water-diffusing layer are≥0.2 cc/cm<SP>2</SP>/s; (3) the water retention capacity of the water-retaining layer is≥10 g/100 cm<SP>2</SP>; and (4) the water absorption height of the water-diffusing layer is≥5 cm.
