PROBLEM TO BE SOLVED: To stabilize the temperature of a heater during regular heat fixing in an image forming apparatus that has a quick start performance.

SOLUTION: The image forming apparatus has a fixing device that conveys a recording material with an unfixed image formed on its surface, passes it between a heat member 20 heated by a heating means 21 and pressure member 30, thereby fixing the unfixed image to the surface of the recording material. The image forming apparatus exerts control so that power applied to the heating means 21 does not exceed a limit value.
