<P>PROBLEM TO BE SOLVED: To prevent a cover member constituting a pad cover 21 from being damaged at the expansion and deployment of an air bag 42 to prevent the scatter of damaged pieces while minimizing the cost of a steering wheel device W with an air bag unit 41 disposed, and to improve the appearance of the pad cover 21. <P>SOLUTION: The pad cover 21 is composed of an opening forming part (an operating part 31b of a horn switch operating member 31) constituted to form an opening for the air bag 42 to be expanded and deployed to the occupant side of the pad cover 21 when the air bag 42 of an air bag unit 41 is expanded and deployed, and an opening non-forming part (a cover member 22) located on the outer peripheral side of the opening forming part.
