PROBLEM TO BE SOLVED: To provide a cutter roll made of carbon fiber reinforced plastic, which cutter roll is light-weighted and strong, and has a small moment of inertia (GD2), and further to provide its manufacturing method. SOLUTION: The cutter roll made of carbon fiber reinforced plastic is formed by winding carbon fiber impregnated with matrix resin or carbon fiber prepreg impregnated with matrix resin on the outer peripheral surface of a steel core, and then by mounting a cutter blade 6 on the surface layer of the core laminated with the carbon fiber. Its manufacturing method comprises a step 10 for laminating the carbon fiber or the carbon fiber prepreg impregnated with the matrix resin on the outer peripheral surface of the steel core by winding them thereon, a step 30 for hardening the laminated carbon fiber by heating it, a step 40 for polishing the surface after cooling, a step 50 for forming journals by cutting off additional shafts connected to tip ends of journals, and a step 60 for mounting the cutter blade on the surface of the core.
