PROBLEM TO BE SOLVED: To encode and combine baseband signals using a plurality of encoders.

SOLUTION: The baseband signal is divided in a manner to have one section length become an integer multiple of a GOP length generated by encoding processing, and a section group is configured of a plurality of sections simultaneously encoded in parallel. The baseband signals to be inputted to #0 encoder to #3 encoder come to be in a range corresponding to each section. Also, based on control by a controller, #0 encoder to #3 encoder execute encoding in parallel under a predetermined restriction such as encoding a top GOP as a closed GOP. The coded stream after the encoding is then outputted to a PCI bridge 17. Thereafter, storage into a memory is performed with each memory address controlled in such a manner that each section is combined in the order of a section number. The present invention is applicable to an editing unit.
