PROBLEM TO BE SOLVED: To provide a system capable of recording irreducibly minimum monitor images. SOLUTION: The photography monitoring system comprises: an IC card which redirects user identification information in response to a request from an information processing device; a processing device which performs user authentication on the received user identification information, creates device status information including authentication under-use information, transmits the created information to a monitoring server apparatus, accepts a use end instruction, creates device status information including use end information and transmits the created information to the monitoring server apparatus; a human sensor which creates a human detection result detecting presence/absence of a user and transmits the created result to the monitoring server apparatus; the monitoring server apparatus which uses the received latest device status information and the received latest human detection result to decide shooting conditions, issues the conditions to a network camera, receives and record a reply of monitoring video data; and the network camera which creates the monitoring video data on the shooting conditions accepted from the monitoring server apparatus and transmits the created data to the monitoring server apparatus.
