PROBLEM TO BE SOLVED: To provide a polyol composition for forming water-proof polyurethane coating film layers, which can form water-proof coating films having low specific gravities and good high temperature durability by the addition of hollow resin fine particles, and to provide a method for producing a water-proof polyurethane coating layer using the polyol composition for forming water-proof polyurethane coating film layers. SOLUTION: This polyol composition for mixing with an isocyanate group-containing component and then coating and curing the mixture on a substrate to form a water-proof polyurethane coating film layer comprises a polyol compound, a plasticizer, a filler, and a chain extender, wherein the filler comprises hollow resin fine particles, nonporous inorganic powder and porous inorganic powder, and the amounts of the compounded hollow fine particles and porous inorganic powder are 2 to 10 wt.% and 1 to 15 wt.%, respectively.
