<P>PROBLEM TO BE SOLVED: To provide an apparatus and a method for transmitting a content which can utilize the functions of a user terminal such as a cellular phone of a transmission destination to the maximum. <P>SOLUTION: A data transmission and reception part 24 receives a transmission request of the content from a user terminal 100. The data transmission and reception part 24 obtains the terminal machine model information of the terminal 100 from the transmission request of the content, and a terminal specification obtaining part 28 obtains the specification information of the terminal from a terminal specification DB 26 based on the terminal machine model information. A transmission content deciding part 20 decides the number of the displayed items and the number of images of the transmission content and the content etc. of advertisement display based on the specification information. A content data obtaining part 30 obtains a transmission content from a content DB 32. A data conversion part 22 performs conversion processing to the transmission content based on the content decided by the transmission content deciding part 20.
