PROBLEM TO BE SOLVED: To improve speech quality by performing speech frame processing while taking into account the quality of transmission connection with respect to speech code processing. SOLUTION: The quality of the transmission connection is determined in a quality monitoring section 409 on the basis of error sorting of each received frames. For determining the quality of the transmission connection, each frame is sorted while several subsequent speech frames are scanned. On the basis of the quality of the transmission connection, both the replacement processing of erroneous speech frames carried out in the replacement apparatus 402 and the processing for the frames without error carried out in the processor 406 are controlled on the basis of quality of transmission connection so that the effect of the transmission errors on the quality of the decoded speech signal hardly remains.
