PROBLEM TO BE SOLVED: To provide an apparatus for toner surface modification, capable of obtaining toner having a higher precision/a high picture quality, and capable of performing treatment in accordance with performance required for the toner. SOLUTION: The apparatus is used for performing the surface modification of powder particles at least comprising a binding resin and a coloring agent. The apparatus is for surface modification and is composed of at least: (1) a powder flow velocity accelerating means 9 for introducing powder particles into the apparatus; (2) a means 3 for modifying the introduced powder particles; and (3) a means 4 for recovering the powder particles.
