PROBLEM TO BE SOLVED: To provide a creep damage evaluation system for evaluating the creep damage of the whole of a structure by reflecting a change in the stress/temperature distribution of the whole of the structure and considering an increase in the size of dispersed fine particles or a crystal particle size, a creep damage evaluation method and a program. SOLUTION: The creep damage evaluation device is equipped with a temperature/stress analyzing means 22 for analyzing a temperature and stress, a crystal particle size distribution calculating means 24 for calculating an average crystal particle size in a microregion, a dispersed particle distribution calculating means 25 for calculating the average particle center distance and an average particle size in the microregion, a dispersed particle increase calculation means 27 for calculating the average surface-to-surface distance of dispersed particles, a microregion parameter calculation means 28 for calculating the creep strain speed or creep void growing speed of the microregion, a microregion creep damage calculation means 30 for calculating the void area ratio of the microregion and a creep damage calculation means 31 for calculating the creep damage distribution of the whole of the structure.
