A medium for storing permanent data is provided to reduce a manufacturing cost by using oxidation or fluorine glasses to transfer between amorphous and crystalline phases. A medium for storing permanent data includes a recording unit(18) and a readout unit(28). The recording unit records data to a medium(14). The readout unit readouts the data from the recording unit. The recording unit includes a laser(20). The readout unit includes a detecting unit(36) and the laser. The detecting unit and laser are used for detecting the optic characteristic of the recording unit.
