PROBLEM TO BE SOLVED: To obtain a low ESR in a solid-state electrolytic capacitor using polythiophene or its derivative as a solid electrolyte. SOLUTION: When manufacturing a solid-state electrolytic capacitor using a derivative of polythiophene (polyethylenedioxithiophene), after the cut portion of the anode foil 2 and an oxide coating film 2a of a capacitor element are recovered (S4), the capacitor is immersed in an oxidant solution diluted by a solvent for 30 seconds at room temperature and thus the oxidant is impregnated into the capacitor element (S5, oxidant impregnation process). After that, in all of the exhaust tanks, the capacitor is dried for 10 minutes at a predetermined temperature equal to or higher than the boiling point of the diluent solvent and equal to or lower than the boiling point of the diluent solvent plus 50°C (S6, drying process). Then, the capacitor is immersed in a liquid of mixture of a monomer and methanol and the monomer is impregnated into the capacity element (S7, monomer impregnation process). After that, the capacitor is left untouched in all of the exhaust tanks for 30 minutes at room temperature and further heated in all of the exhaust tanks for five minutes at 250°C thereby the monomer is chemically polymerized (S8, chemical polymerization process).
