A dual sealing unit for a heavy water nozzle is provided to open and close the heavy water nozzle by using a safe ring connecting upper and lower sealing units. A dual sealing unit for a heavy water nozzle includes an upper sealing unit(10), a lower sealing unit(20), a rubber packing(22a), a nozzle(24), and a connection ring(30). The upper sealing unit has a circular shape and is fixed on an upper part of the heavy water nozzle. The lower sealing unit has a circular shape and is contacted to an inner circumference of the heavy water nozzle having a predetermined gap from the upper sealing unit. The rubber packing has a circular shape, is inserted in a groove formed on the lower sealing unit, and expands and contracts according to air pressure. The nozzle is connected with the rubber packing and an air pressure provider for providing the air pressure inside the rubber packing. The connection ring connects the upper and lower sealing units for preventing falling of the lower sealing unit.
