PROBLEM TO BE SOLVED: To provide a carrier in which the toner and carrier mixability in a developing device and the conveyability on a developer holding body are assured, image deterioration is prevented, the occurrence of the image deterioration due to crazing and chipping is reduced, a developer, and an image forming apparatus using them. SOLUTION: The electrostatic charge image developing carrier is characterized in that the carrier has core material particles and a coating resin layer covering the core material particles, the shape coefficient of the core material particles is≤120, and the coating resin layer contains the magnetic particles having the saturation magnetization higher than that of the core material particles. Also, the electrostatic charge image developing developer contains the carrier and the toner and the toner contains the toner particles of≤3μm in particle diameter in a number distribution at≤5% over the entire part of the toner particles.
