PROBLEM TO BE SOLVED: To provide a simple structure for preventing headrest stays from being easily drawn out. SOLUTION: A sheetlike operation tool 900 is inserted into a gap 165 formed between a case part 162 and a knob 176 of an adjustment member 172 so that an operating part 204 of a second lock plate 200 is pushed toward the other side and moved for releasing engagement. In a disengaged state, the headrest stays 102 are pulled up for removing them by drawing out from headrest supports 150. In this way, the second lock plate 200 is engaged with a first engaging groove 105 with which a first lock plate 170 is engaged in order to prevent the headrest stays 102 from being drawn out easily. Alternatively, for headrest supports without the second lock plate 200 to prevent easy drawing out, the headrest stays 102 can be inserted to adjust height.
