<P>PROBLEM TO BE SOLVED: To realize effective utilization of a generated current that is discarded at start-up time of a SOFC cell. <P>SOLUTION: For a period until the temperature of the SOFC battery 1 reaches a regular power generation temperature (900°C), a change-over switch 8 is made to have a first switching mode (ON between 8c-8a), and after the temperature of the SOFC battery 1 has reached the regular power generation temperature, the change-over switch 8 is made to have a second switching mode (ON between 8c-8b). After the battery 1 is heated up to 600°C, the generated current (specified quantity of current of 20 mA to 50 mA) is repeatedly drawn out from the battery 1, the temperature of the battery 1 is made increased by utilizing self-exotherm up to the regular power generation temperature. During this time, the generated current drawn out from the battery 1 is sent to a storage battery 6, and the storage battery 6 is charged. A charge-discharge passage L2 is formed between the storage battery 6 and a DC-DC converter 2, and before the regular power generation is started, capacitors C1, C2 of large capacity in the DC-DC converter 2 and a DC-AC inverter 3 are made to be a state of almost full charging.
