<P>PROBLEM TO BE SOLVED: To provide a method for stopping a reformer, a reformer, and a fuel cell system in which deterioration can be suppressed while reducing consumption of resources. <P>SOLUTION: A reformer 10 comprises a reforming part 21 for forming first reformed gas j which introduces material gas r and water s and is rich in hydrogen, a carbon monoxide reduction part 22 which produces second reformed gas g having low concentration of carbon monoxide from the first reformed gas j, a water pipe 25 which is disposed at a position to receive heat from the carbon monoxide reduction part 22 and flows water s to be supplied to the reforming part 21, and an air conduit 16 which is formed so that air a after flowing through a part adjoining the reforming part 21 flows a part adjoining the carbon monoxide reduction part 22 to move the heat of the reforming part 21 to the carbon monoxide reduction part 22. The reformer 10 evaporates the water s adjoining the carbon monoxide reduction part 22 to suppress the reduction of the internal pressure of the reforming part 21 and the carbon monoxide reduction part 22 which are sealed in the state that they are communicated with each other.
