PROBLEM TO BE SOLVED: To determine easily whether or not immediate check is needed when abnormality occurs, and to check it only in an emergency. SOLUTION: A main control unit 8 confirms whether it is required to check the actual cash to be decided by counting the quantity of banknotes in each of storages 14, 24 in operation and collecting storages 15, 25 based on a security state in each of the storages 14, 24 and the collecting storages 15, 25, a communication state within a device under money depositing and dispensing operation, and a process condition of the banknote being dispensed. When it is required to check the actual cash, determination is made whether or not emergent check of the actual cash is needed, then information about necessity of emergency based on its determination result and notification about necessity of the check of the actual cash is displayed on a display unit 3 while notification is made by an alarm.
