PROBLEM TO BE SOLVED: To provide a water channel forming panel capable of more efficiently forming a water channel and preventing movement of soil on a vegetation layer, and to provide a rooftop greening artificial ground using the water channel forming panel. SOLUTION: This water channel forming panel to be used for the rooftop greening artificial ground having the water channel is made of a plate-like main body which has a groove forming part of the water channel on an upper side. One end of the groove is opened on the one end of the main body, and the other end of the groove is opened on the other end of the main body, and the upper side is inclined so as to gradually increase the thickness of the main body from one end to the other end of the main body.
