At this time, based on the position of the own rolling stock measured by a position measurement portion 11, a target charge amount of an electrical power storage device 8 is determined, based on a position-reference charge amount pattern 22 from a position-reference charge amount database 12. An engine output command 24 for a power generating device (diesel engine) 2 and a charge/discharge command 25 for the electric power storage device 8 are calculated so that the targeted charge amount of the electrical power storage device 8 is attained.
