PROBLEM TO BE SOLVED: To provide a data communication system having a configuration capable of preventing the useless repetition of interruption and re-transmission in data communication by an analog facsimile machine connected to an IP network. SOLUTION: In the data communication system, when a communication controller 400 connected to the IP network 300 and the facsimile machine 100 detects the start of establishment of a communication line in the facsimile machine 100 by a start detecting part 410, a quality detecting part 420 detects the communication quality of the IP network 300. when the communication quality is under prescribed quality reference, a transmission control part 430 allows the facsimile machine 100 to stop analog transmission. Consequently, the interruption and re-transmission in the analog transmission of the facsimile machine 100 due to a congestion in the IP network 300, etc., is prevented from being uselessly repeated.
