PROBLEM TO BE SOLVED: To reliably transmit a divided digital signal having high priority by reducing the load of a network. SOLUTION: A plurality of input devices 2-1 to 2-n generate divided digital signals obtained by dividing a digital signal. A packet signal is transmitted to the input devices 2-1 to 2-n via a hub 4 in a predetermined order. A plurality of blocks are prepared for the packet signal, and the input devices 2-1 to 2-n arrange an own divided digital signal to an empty block when a block in a transmitted packet signal is empty. An input device to which the packet signal is transmitted, finally transmits packet signals to a plurality of output devices 6-1 to 6-m via the hub 4. The input devices 2-1 to 2-n arrange an own divided digital signal to a block where a divided digital signal having priority that is lower than own priority is arranged, when divided digital signals are arranged in all blocks of transmitted packet signals.
