PROBLEM TO BE SOLVED: To detect traffic congestion and determine a factor in the congestion. SOLUTION: A congestion factor determination system 1 comprises: a plurality of on-vehicle apparatus 2 each for acquiring an image around a vehicle via an image acquisition means 6, sending the acquired image information and the like to an information collection center 3 and receiving a command signal from the information collection center 3; and the information collection center 3 for receiving the image information and the like sent from the plurality of on-vehicle apparatus 2, sending the command signal to the plurality of on-vehicle apparatus 2 and detecting the head of congestion according to vehicle information and the like from the plurality of on-vehicle apparatus 2. The information collection center 3 is configured to, when detecting the head of congestion, acquire multidirectional image information centered on the head point from the plurality of on-vehicle apparatus and determine a congestion factor according to the acquired image information.
