PROBLEM TO BE SOLVED: To provide a fast wavelength variable filter that is driven at a low voltage. SOLUTION: The wavelength variable filter is an array optical waveguide lattice wavelength variable filter having an array optical waveguide composed of a plurality of three-dimensional optical waveguides comprising a crystal material having a composition of at least one of KTa<SB>1-x</SB>Nb<SB>x</SB>O<SB>3</SB>(0<x<1) and K<SB>1-y</SB>Li<SB>y</SB>Ta<SB>1-x</SB>Nb<SB>x</SB>O<SB>3</SB>(0<x<1, 0<y<1), and electrodes disposed on the three-dimensional optical waveguides. The array optical waveguide lattice wavelength variable filter includes a waveguide electro-optical phase shifter having two electrodes disposed opposite to each other and parallel to each other across the three-dimensional optical waveguide with respect to one channel optical waveguide.
