PROBLEM TO BE SOLVED: To provide a method of manufacturing toner capable of stably providing the toner having excellent dot reproduction, development and transferability and advantageous shape in cleaning, and to provide the toner by the method of manufacturing the toner. SOLUTION: In the method of manufacturing the toner for pelletizing toner particles by dissolving or dispersing a laminar inorganic mineral modifying at least part of at least a binder resin and/or a binder resin precursor, a coloring agent and interlayer ions by organic ions in an organic solvent and dispersing dissolution liquid or dispersion liquid in a water-based medium to make emulsion dispersion liquid, a ratio ofη<SB>100</SB>/η<SB>1,000</SB>ofη<SB>100</SB>of viscosity at a temperature of 25°C and a shear rate of 100 (sec<SP>-1</SP>) andη<SB>1,000</SB>of viscosity at a temperature of 25°C and a shear rate of 1,000 (sec<SP>-1</SP>) of the dissolution liquid or the dispersion liquid is made 1.3-3.0.
