PROBLEM TO BE SOLVED: To provide an image forming apparatus, an image forming method, a program, and a recording medium, which suppress consumption of recording agent and also suppress deterioration of the imaging quality. SOLUTION: A modification region processing portion 18 detects a position where a region identifying signal from a region separation processing portion 15 changes from a ground region to a character region and a position where the signal changes from the character region to the ground region as a boundary between the ground region and the character region in image data. Then, a modification region is established so that the modification region stands in a line with the ground region and overlaps a part adjacent to the ground region among the peripheral section of the character region. A color information indicative of the color which is expressed by developing an agent used in formation of the ground region, is added to the modification region, and the image data are generated.
