APPARATUS, METHOD AND PROGRAM FOR OBJECTIVELY EVALUATING VIDEO QUALITY

PROBLEM TO BE SOLVED: To accurately measure video quality when the length of freeze is not fixed or when a scene changes. SOLUTION: The apparatus for objectively evaluating the video quality comprises: a freeze length counting part 11 for detecting the length of the freeze of degraded video images; an equivalent freeze length derivation part 14 for deriving an equivalent freeze length for which the entire freeze length detected in the freeze length counting part 11 and subjective influence that a video scene has on the video quality are taken into consideration; and an objective evaluation value derivation part 15 for taking the video scene into consideration and deriving objective quality which is the estimation value of the subjective quality of the degraded video images from the equivalent freeze length.
