PROBLEM TO BE SOLVED: To provide a substrate of which manufacturing process is simple, and in which an element structure with high stability is obtained, and which can be manufactured at a low cost, obtaining a high external extraction efficiency of emission, and an organic EL element using the same. SOLUTION: The organic EL element comprises a substrate, a transparent electrode installed on the substrate, an organic EL layer, and a reflecting electrode. The substrate has a support body having a first surface and a second surface and a high refractive-index layer to contact the first surface of the support body and the transparent electrode. The first surface of the support body has a concavo-convex and the surface contacting the transparent electrode of the high-refractive index layer is flat, and the high refractive-index layer has a refractive index higher than that of the support body and 80-120% of the organic EL layer.
