PROBLEM TO BE SOLVED: To provide an image attribute discriminating apparatus capable of highly accurately discriminating an attribute. SOLUTION: An image is divided into a plurality of image blocks, and attributes of the image blocks are discriminated by an attribute discrimination unit 11. Based on the attributes of the image blocks discriminated by the attribute discrimination unit 11, each of the image blocks is sequentially defined as a block of interest and in accordance with attributes of image blocks around the block of interest, the attribute of the block of interest is corrected by a correction unit 12. As attribute correction processing due to the correction unit 12, the number of blocks of each attribute is calculated from the attributes of the peripheral image blocks by a block number calculation unit 21 and in the calculated number of blocks of each attribute, the numbers of blocks of at least two attributes are added by a block number addition unit 22 to obtain an added value. Based on the added value and the number of blocks of each attribute, a block-of-interest attribute correction unit 23 determines the attribute of the block of interest after correction and corrects the attribute of the block of interest.
