PROBLEM TO BE SOLVED: To provide a communication device which holds independence of respective layers described in an OSI reference model and performs appropriate routing by recognizing a data carrying capability of a radio link by a network layer and has a low packet error rate. SOLUTION: Each of a plurality of communication devices mutually communicating by radio includes an adjacent terminal confirmation module 101 which communicates with a directly communicable adjacent device to detect the existence of an adjacent communication terminal device, and a control packet management module 102 which controls a packet length of a packet to be used for communication for adjacent device detection in the adjacent terminal confirmation module 101. The adjacent terminal confirmation module 101 detects a data carrying capability of a radio link established between the communication device and the adjacent device on the basis of the controlled packet length. Furthermore, the communication device includes a routing module 103 which determines a route for transmitting data from the communication device itself to another communication device per packet, on the basis of the detected data carrying capability.
