PROBLEM TO BE SOLVED: To solve the following problems; in a group of field servers in a system which forms a network by a wireless LAN, collects data on agricultural products-meteorological environments, and can perform a change control of their collection conditions, the system is conventionally so formed as to perform direct measurement by arranging an outside air humidity sensor for each field server, but those outside air humidity sensors are short in life because of minute dust etc. in the outside air, and moreover expensive outside air humidity sensors are required in the case of high humidity. SOLUTION: No outside air humidity sensors are used, and only an outside air temperature sensor is used. The outside air is made to pass through electronic components in a measuring chamber in each field server. In the measuring chamber in such a condition, each sensor for internal humidity and internal temperature is arranged. Through the use of those three sensors an estimated outside air humidity is computed. Moreover, a means is used to perform averaging with respect to a range where smoothed values are acquired being duplicated, by inputting data at predetermined intervals, while applying a smoothing technique by nonparametric regression for removing a measurement error of each sensor and a quantization error of an A/D converter from the estimated computed value.
