PROBLEM TO BE SOLVED: To attain data transmission/reception suitable for a reception level of a portable terminal with a server even when connection is established, and further to reduce the load on a network due to useless re-transfer processing in a wireless network whose error rate is considered to be high. SOLUTION: The server is connected to a wireless packet network adopting an adaptive modulation system in which the modulation system is determined based on a data transfer rate request value given from the portable terminal. The server receives from the portable terminal an error prediction value calculated based on an error rate transition at communication, and controls a re-transfer timer for re-transfer processing of packets based on the error prediction value.
